In 1983 graduated from the Moscow State Institute of International Relations of the USSR Ministry of Foreign Affairs. Speaks English, French and Urdu.
Started diplomatic career in 1983.
In 1983-1986 – Consulate General of the USSR in Bombay, India.
In 1989-1992 – Embassy of the USSR/Russian Federation in Sri Lanka.
In 1997-2001, 2004-2008 – Permanent Mission of the Russian Federation to the United Nations (New York, USA).
In 2011-2015 – Deputy Permanent Representative of the Russian Federation to the United Nations (New York, USA).
In 2015-2018 – Deputy Director, Department of International Organizations, Ministry of Foreign Affairs of Russia.
On September 18, 2018 presented his credentials to the President of the Republic of Kenya.
Has the diplomatic rank of Envoy Extraordinary and Plenipotentiary 1st class.
Married with two adult sons.
